Plesk when Windows, .NET or mixed stacks are involved, or when its extension model matters. cPanel when the estate is purely Linux and the team already knows WHM. Licensing cost and existing skills usually decide.

Can Plesk run Windows and Linux sites in one place?

Not on a single node u2014 the OS decides the stack u2014 but Plesk gives an identical management model on both, and nodes can be administered side by side.
